Membership in the Philippine Coast Guard Auxiliary (PCGA) shall be on a voluntary basis and by invitation only. All members of the PCGA are called auxiliarists.
The PCGA ranks and positions/designations that will be occupied by the prospective member shall be determined based on his/her qualifications and in accordance with the criteria set forth for the purpose as approved by the Commandant, PCG.
Legislation Affecting the Auxiliary
The legislation primarily affecting the PCGA is Republic Act No. 5173, the law which created the Philippine Coast Guard and prescribed its powers and functions. This law explicitly enumerated the functions of the PCG to which the auxiliary renders assistance as authorized by the PCG.
Republic Act No. 5173 was amended by Republic Act No. 9993, otherwise known as the Philippine Coast Guard Act of 2009. It stated on Section 11 that;
The PCG shall continue to maintain, supervise, develop and train the PCGA as a civilian volunteer organization under the direct control and supervision of the PCG Commandant. The PCGA shall assist the PCG in the promotion of safety of life and property at sea. The preservation of the marine environment and its resources, the conduct of maritime search and rescue, the maintenance of aids to navigation and such other activities that enhance maritime community relations which include civic action, participation under the National Service Training Program, youth development, recreational safety and other related activities.
